WHY not they have already invaded in certain states and taking them and putting them in a test tube isn't going 2 make them spread any farther is there a legit reason?

Selling either inside or outside the quarantine zone is illegal.
I'm pretty sure this ban goes for Linepithema humile, Pheidole megacephala, and many other invasive ants as well.
Not to mention it breaks GAN guidelines:
