why deregulate p. occidentalis

Why is P. occidentails the only ant legal to ship in the U.S.? WHy not something more common like Lasius Neoniger? It's not like P. occidetails is legal in every state. Also I haven't seen anyone with the official FDA paper for it only oral reports, anyone have a link to a real FDA legal PDF?

1st, Have you ever seen the offcial papers for the shipping ants across state borders laws? Probably not. Not only that, but the USDA supervises some very large antkeeping companies who sell them without having permits. Why are they deregulated you ask? Well first, how many years of research are there on Lasius neoniger? Not many. How about Pogonmyrmex occidentalis? Well, if 6 decades is alot then...... Not only this but L. neoniger vs americanus is a common mistake, or it could lead to the spread of a new invasive.

yeah in fact I'm pretty eager to read the whole document some poeple say it's from the Plant Protection Act of 2000 is that true?
