is this lasius neoniger? colonies that spin cocoons need something like substrate to spin them. they dont NEED to spin cocoons though, so the ones without cocoons will be fine. I have a lasius neoniger colony that has 25 + workers, and sometimes they spins cocoons (using the cotton as a substrate) and sometimes they don't. I dont put substrate in my colonies nests. I think it looks messy.
