I have the AC test tubes I use for giving my ants water and sugar water. It seems the cotton I put in is dry on the side the ants come to. I have reduced the amount of cotton and even put a container under it so it has a slight tilt upwards towards the cotton. It's not like there are hundreds of ants drinking from it, my colony is only less than 50 or so workers and I don't see many in there drinking..
Any suggestions?

Even if you can't see, the cotton is damp enough that ants can drink from it. You might not be seeing many ants because they already have enough or have repletes (ants with fat gasters filled with food) so they don't come out often
