very strange insect active in canada.

So this fall has seemed different then any in my life. At work we have hundreds of silk worm looking bugs and snails on the concrete. We are also have alot of red and black insects swarming all over the city. And just yesterday (sunday Oct 23rd) I saw what looked like a ant queen. It has been very cold at night 0c 32f and I thought this would of stopped the insects and bug but no they are back every day and night. In my area (2 hours east of toronto canada) we had a very dry summer some months we got no rain at all. wells,rivers, and streams all almost dryer up. Could the lack of rain have mode the insects entered a stasis like state?

Hm not really. They will find a way to get water either by drinking from fountains or the morning dew if there is some. Some insects might dig into the soil or get their water from eating plants.
