Paper Wasp Queen?

So, I saw this crawling and thought I found a cool queen. Did some research and think it is a paper wasp, possibly a queen. If anyone has any experience, how do you care for them? She's in a test tube right now as the pictures show. ImageImageImage
EDIT: She was found in NYC, in the afternoon, crawling on the ground.
