I live in the city and I find must of my Lasius in my backyard under pots, especially Lasius Niger. So Try looking under rocks and other objects. Well good luck finding them.

where would be the best place to look for lasius neoniger?
My friend finds them on long, decorative grass, and I catch them in the air, with a net. They pretty much look like a swarm of beetles all hovering in place. It's a pretty unique experience.
