This scenario is not uncommon. You may want to try applying a little heat with a heat cable or light bulb. You need to be very careful though not to use too much heat, as it could kill the ants. Just start by putting the heat source in the "vicinity" of the ants in the tube.

What helped me was putting the outworld higher than the nest so the tube goes down more.
They would naturally go lower.

They may have been in the nest and came back out as it wasn't quite right humidity wise etc.
