Is the cotton ball that stops the water from flooding supposed to be all damp? let me show a daigram for better explanation

which is correct? 1 or 2, also look at the bottom left of the photo. If neither are correct please let me know and tell me what is correct and maybe make an example

1 is correct, if the cotton is not damp then how are the ants supposed to drink from it? Also it depends on species, for species that like humidity you can make the cotton all damp. For species that don't require high humidity, then you can make the test tube setup like in diagram 2.
