Can I keep my native Camponotus Pennsylvanicus outside covered by a tarp?
I wanna get a Camponotus Pennsylvanicus colony which are very common where I live, but my mom won't let me keep them inside once they get a formicarium and big things like that, is it safe to leave them outside? I'd cover them with a water proof tarp btw.

You can, but if it's coming closer to winter, you absolutely must take them inside to hibernate (unless you live in a state without winter), even though they have an anti-freezing system in their bodies, they can still freeze to death.
