Exposed brood vs. cocooned brood

I have a founding Lasius sp. queen that has brood of various stages. I'm wondering what is going on with the fully developed nanitic ant workers that are pale and folded up? They have dark eyes and I can only assume are in the process of hardening their exoskeletons to eventually start moving around and working.

My question is: why do they not have cocoons? Were they ever in cocoons? They seem immobile and it would lead me to believe they did not "chew their way out" of any cocoons in the recent past. If they did not have cocoons, then why are the other larvae in cocoons? I thought when fully developed ants bust out of their cocoons, they are active and able to move around. Are some larvae destined to create cocoons while others forgo the process? https://ibb.co/album/BqqQw4

some ant species dont make coocons like solenopsis but form what i know lasius ants make coocons maybe the larvae didnt make a coocon but dont worry just wait till the workers arrive
