Queen ant making cotton into balls?

I caught an unidentified queen ant back in December, and she is pulling out cotton and rolling it into balls. Today she rolled all these balls together, and is carrying around 1 large ball. It's not tearing at cotton, more like pulling it out and shaping it. She hd no brood or workers yet, sadly. She may be infertile

I would wait a bit longer, sometimes queens just wait.
