Winged ants
I found a branch out side, when I took off the bark there were many winged male Elates all crowded by one winged queen Elate, there were some majors walking around buy there was no brood, tunnels, or smaller workers. I am wondering if there is a chance that the queen Elate could be fertile, or if there is any thing I can do with the ants. (I have then in a test tube)

Not fertile, and nothing you could do about it. Alates mate in the air.
