it has been 3 weeks sense she layed eggs and they are the same size should i brood boost?

NO. I t is entirely unnecessary and can result in stressing your queen out to the point where she eats her eggs.

Brood boosting is probably not going to fix whatever is going on with the queen, but since you are dealing with an invasive species, you might as well go for it. Just be careful.
