I have the exact 15w one I posted and it's not super warm but it's noticeable when I close my hand around it. I have no doubts that it is capable of transferring to the nest and I can see the ants bringing the brood up against the wall containing the heating cable when my basement gets particularly cold. I know that there are those that are against them and those for them but in my opinion I feel it gives my ants the option for getting warmer if they choose to get closer to it or cooler if they choose to get further away.

I use a 15 watt Repti Heat Cable. It gets much too hot when placed directly under test tubes, so I have my one little thing I made up.

First, I have a wooden bench. On top of that is a piece of tile on top of it. On top of THAT, I have my cable going in a certain pattern, shown here (pretend the tubes are not there):

Then I place yet another tile on the cable. Then on top of tht tile, I place my test tubes, and then place a metal pot on top of them for temperature control and darkness. A guage fits onto it to monitor the temp. However, this only tells the temp of inside the pot, not on the tile surfaace or on the tubes. Although, the tube temp is probably the same if not slightly warmer than the temp on the guage. I keep my ants at 72-73 F.

I looked two places over the last couple weeks and couldn't find a heating cable. I did find undertank heating mats for reptiles. If they are around then I will find them eventually I guess.
