You have a point, but the biomes are pretty general. Those biomes probably could be divided into two or three other biomes, making a biome cover 1-3 states so you are not exchanging ants across the country.

In an ideal world, we would have importation laws that would match a criteria that makes sense, rather than just state boundaries. There is an unavoidable issue regarding the lack of technology, resources, and rewards in exhaustively researching these ecosystems and determining which ants would have a minimal impact. We literally do not know how to make these predictions, yet, because ecology involves an unwieldy number of variables and conditions. You would have to take into account that even if two ants have the same binomial name, it does not mean that they are the same animal -- any undiscovered species or speciating members hiding within one taxonomy could be exposed to competitive pressures from their namesake that would lead to their extinction.

The bottom line is that this change only benefits hobbyists who are unsatisfied with their ~100's of native species, and this is not a concern to society nor the scientific community. If anybody wants to change that, then they should consider a secondary education in biology. They may find that once they become biologists, they will want the laws to stay as they are.
