My Formica Subcericia queen has one worker. That's it. No eggs, just the one worker.

Q1: I put them in the outworld with a sock covering it and a straw poking out so they can forage?

Q2: She won't lay anymore eggs because of the time of year and Formica don't keep eggs over the winter?
Keeping:
Formica subsericea: 10 workers
Tetramourium Immigrans: 12 workers
solenopsis molesta: 25-30 workers

I have never kept them so take this at face value. But for my camponotus penn. I keep them in a very small clear typer ware bin with a test tube wrapped in a couple paper towels and a straw at the end. And they seem to have covered the entrance with cotton and sealed it. They seem okay so far and it was very convenient for fridge hibernation. So I don't see why it wouldn't work for yours.

And yes I think all ants stop production when they are ready for hibernation
