When to introduce an out world

I have a monomorium queen who has just gotten her 1st pupae, I have made an out world already(an 11cm long circular tub) when should I introduce it to them, I not too keen on feeding them inside their tube.

From what I have heard you should introduce them when they have around 20 worker, minimum of 10.

The 20 worker rule is when you are moving them to another setup. You should give your ants access to a foraging arena soon after the first couple workers, or when you begin to see them tugging on the cotton.

Some people prefer to feed their young colonies in their tubes, but I find this frustrating. It makes the tubes dirty and you can never tell if they actually need the food. What I do is I take a drinking straw, cut it into a smaller (1 inch) section, and then I wedge it in between the cotton and the side of the tube. Then I place the entire setup in an outworld. You can do this as soon as you have your first worker.

Also should I add this between water cotton and exit cotton http://imgur.com/a/ZXmuf it is a circle of fish safe silicone with a hole in it

Why would you want it between water cotton and exit cotton?
